Kelsey L. Campbell

Kelsey L. Campbell is a Senior Associate at Winer, Burritt, Scott & Jacobs, LLP based in the firm’s Oakland office. Kelsey’s practice is focused on representing individuals who have been injured, from intake to trial, particularly on cases involving negligence by institutional defendants.

Kelsey represents former NCAA Division I and Olympic women athletes harmed by a long-time abusive coach at the University of California. In 2026, she achieved a unanimous reversal of a trial court order from the First District Court of Appeal. Kelsey’s work on the case has been featured in the San Francisco Chronicle, the Washington Post, and Law360.

Before joining the firm, Kelsey represented hundreds of survivors of childhood sexual abuse, seeking to hold the responsible institutions accountable. She contributed to the Plaintiffs’ leadership team’s strategy for cases in coordinated proceedings across the state. As part of this work, she also represented survivors appointed to the Official Committee of Unsecured Creditors in several bankruptcy actions.

Before becoming an attorney, Kelsey served in foreign policy positions in the federal government for over a decade. She has experience working on the drafting, implementation, and monitoring of bilateral and multilateral security treaties. She held posts in the Middle East, South Asia, the Pentagon, and served on engagements in the Asia Pacific, Central America, and South America. She is a distinguished graduate of the Defense Language Institute and a former Presidential Management Fellow.

Kelsey earned her J.D. from the University of California, Hastings College of the Law, where she was a Patiño Fellow and the Editor-in-Chief of Hastings Constitutional Law Quarterly. She is the author of Protecting Our Defenders: The Need to Ensure Due Process for Women in the Military Before Amending the Selective Service Act, 45 HASTINGS CONST. L.Q. 115 (2017). Kelsey graduated from Columbia University with a Master’s in International Affairs.

She is a licensed member of the State Bar of California, District of Columbia, and the U.S. Supreme Court. She is admitted to practice in all United States District Courts in California.
